Clean Up Contests
I think quarterly garbage clean-up contests would be a fun way to keep the ditches and sidewalks clean. There could be cash prizes in a random draw for participating and then prizes for most collected. I think this would foster community spirit and friendly rivalry as well as get rid of unsightly trash. Once the $50,000 was used up then local businesses could be approached to fund the contests.
