Bike lanes and toll roads
All major highways and roads to have segregated dedicated bicycle lanes with barriers (safest design option to reduce cyclist deaths) and the roads be toll roads. E-bikes, bicycles, pedestrians, buses and electric vehicles would have be allowed into cities free. Hybrid vehicles are half priced. You could even expand it to airports. All non-electric (there are some being developed currently) aircraft must pay a toll for take-offs and landings. With cities with canals like Peterborough, Ontario you could also add the toll to lock fees for all motorized craft. All non-motorized craft (rowboats,sailboats, human powered paddle boats, electric fishing boats and canoes) free with reduced lock rates.
