Licencing golf carts for inner city use on the roads.
They are big enough for errands, shopping, back and forth to work and school. They use no gasoline, are easier on the infrastructure, the environment, noise pollution. They cost a fraction of the cost of a larger vehicle...can use rechargeable batteries. They are cheap enough for the city to buy and rent out..would recover their initial costs in no time. Accidents would be minimal damage. I see no actual downside to a program like this.
