Incentive to keep ottawa clean . Ottawa streets have too much garbage. Mayor Watsons has lamented about garbage all over. so i would have a depot downtown and promote every bag of garbage resident brings in get 5$ . i am sure incentive is offset by having city workers cleaning streets. this garbage would be recycled too. i think low income people could make some money and feel good by cleaning their city bagby bag . The Mayor is picking up trash outside city hall. All councillors want a cleaner city
